
Third Party Program selection process
- All businesses that want to provide recreation services with the North Vancouver Recreation Commission through a third party contract must submit a proposal to the Commission that includes the program description, how they plan to build and sustain the program and their projected revenues and expenditures. Proposals will follow a simple template developed by the Commission.
- All Third Party Provider opportunities will be publicly posted on www.northvanrec.com for 14 days prior to the date of selection of a Third Party Provider.
- Contracts will be awarded and reviewed annually and may be extended for up to two additional one-year terms, by mutual consent of the North Vancouver Recreation Commission and the Third Party Provider.
- Contracts will be re-posted after 3 years.
- The Third Party Provider will assume all responsibility for costs associated with the program related to instructors, program equipment, promotion and administration and meet all Revenue Canada guidelines. The North Vancouver Recreation Commission will provide the facility, maintenance, registration services and a listing in the Leisure Guide.
- All North Vancouver Recreation Commission programs, including those delivered by Third Party Providers, will be listed in the Commission's Leisure Guide in a consistent format. Third Party Providers that have a company name may have their company name mentioned in the course description. Company logos will not be included in any Commission promotional materials.
- Commission staff may review the Third Party Provider's year-end revenues and expenses for the programs delivered if the Program Provider's estimated annual gross revenue exceeds $50,000.
- Third Party Providers will make a contribution of 1.5% of revenues towards the North Vancouver Recreation Commission's Access Program. This ensures that North Vancouver residents can request financial assistance for any North Vancouver Recreation Commission registered program.
